Thanks for the bug report. Can you let us know if, when the brightness control is missing from the panel, is the slider also missing from System Settings -> Display & Monitor ? Also, when the control is missing, are you able to control the brightness with keyboard keys / shortcuts or is that also not working? This looks like it might be the same problem as in bug 505290 Thanks

But for others it was random and system settings control was present. Keyboard brightness button still worked when missing.
