Cursor located under window titlebar highlights obstructed folder behind it

SUMMARY
There appears to be a tiny, invisible gap that allows unintended interactions with things behind scaled window titlebars.

STEPS TO REPRODUCE
1. Set display configuration scale to 125%
2. Open a window
3. Place the window so that the titlebar partially overlaps an interactable element in another background window, particularly something that reacts to mouseovers such as a folder
4. Move your cursor below the window title text

OBSERVED RESULT
The folder will be briefly highlighted as if it detected a mouseover and will be interactable despite being visually obstructed, allowing unintended interactions when dragging windows around.

The gap is 1px high and spans the entire width of the window.
