Seems like your system is configured without a virtual keyboard. I'd say make sure it's installed and properly configured in the Virtual Keyboard module on system settings.
That's exactly the problem. There is no virtual keyboard installed with leak 16.0 that we can use. Except in the login screen somehow. This shows that KDE does not take accessibility seriously, unlike the gnome project, which includes an accessibility keyboard by default .
