SUMMARY
I guess this is a multi-part issue.
1. The notifications say a monitor was unplugged and then plugged in. But the cable situation did not change.
2. A monitor did not disappear and then re-appear, it was always there, it was just turned on.

STEPS TO REPRODUCE
1. Have two or more screens
2. Turn one off
3. Turn it back on

OBSERVED RESULT
Two notifications which talk about being unplugged/plugged in

EXPECTED RESULT
One notification stating that a display was detected (and enabled?).
