SUMMARY
"Main layouts" limit not respected on Wayland

Same as https://discuss.kde.org/t/spare-layouts-does-not-appear-to-work/11861. 

STEPS TO REPRODUCE
1. I have 3 layouts (US English, Russian, Ukrainian).
2. Main layouts limit is set to 2.

OBSERVED RESULT
Context menu key switches between US English, Russian, Ukrainian, then back to US English.

EXPECTED RESULT
Context menu key switches between US English, Russian, then back to US English.

Operating System: Fedora Linux 42
KDE Plasma Version: 6.4.5
KDE Frameworks Version: 6.19.0
Qt Version: 6.9.2
Kernel Version: 6.17.4-200.fc42.x86_64 (64-bit)

ADDITIONAL INFORMATION
The bug is only on Plasma Wayland. Plasma X11 works as expected.

I don't understand what is written in https://bugs.kde.org/show_bug.cgi?id=455431#c0, however the ticket subject "Spare Layouts feature on Wayland" seems the same as the current bug.

I guess it was somewhat of a rhetorical question. :) It's pretty much the same issue as Bug 455431, yeah.
