STEPS TO REPRODUCE
1. right-click on desktop and choose "Desktop and Wallpaper"
2. maximize the window and then close it
3. right-click on desktop and choose "Desktop and Wallpaper" again


OBSERVED RESULT
"Desktop Folder settings" window occupies the whole screen, but the button in its window decoration indicates it is not maximized

EXPECTED RESULT
"Desktop Folder settings" window opens in maximized state after the provided steps
