STEPS TO REPRODUCE
1. open Users KCM
2. click on the current avatar and choose another one
3. apply the change - notice that the avatar was updated in Kickoff and lock screen, as expected
4. log out or reboot

OBSERVED RESULT
the avatar was not updated in the SDDM login manager; SDDM is still showing the avatar used before the provided steps instead.

EXPECTED RESULT
the avatar is updated in SDDM login manager after the provided steps

I'm not able to reproduce this on git-master, following those steps. After reboot, the new icon is shown on my system.
I'm also not able to reproduce on Neon testing with Plasma 6.5.0

Can you reproduce this with a brand new user?

I have logged in with another user (created a few days ago), changed the avatar of both accounts in Users KCM; the avatar of the secondary account was updated in SDDM as expected, but the main user account is still not respecting the avatar applied in the KCM.

Thanks for checking. This suggests that your existing user account has some configuration in it that's causing this issue. 

If you could identify which exact thing is causing it, we can determine which of those options it is. If not, then I don't think we'll be able to make any further progress here unfortunately. Your best bet is to diff the KDE related rc files under ~/.config/

Solved after deleting .face and .face.icon files from home directory.
