SUMMARY
If the primary (in this case only) monitor is powered off and on again or disconnected / reconnected, any maximised windows expand to fill the entire display area - including area that should be reserved for the "always visible" panel.

Please reassign if my guess at this one belonging to kscreen is incorrect.

STEPS TO REPRODUCE
1. maximise a window
2. turn of the monitor
3. turn on the monitor

OBSERVED RESULT
Maximised windows now occupy the full display area, with their bottom edge hidden behind the bottom-anchored "always visible" panel.

EXPECTED RESULT
Window size and arrangement is unchanged if the monitor goes away.
