SUMMARY
It is not possible to swipe onto the clipboard to scroll along the items when using a touch screen unless you aik perfectly for the gap between them or swipe onto the background if there aren't enough clipboard items to cover up the whole widget

STEPS TO REPRODUCE
1. Open the clipboard widget or popup either through the tray icon or with the Meta+V default shortcut
2. Try to swipe
3. If the clipboard has a small amount of items, try swiping in the free space below the list

OBSERVED RESULT
You can't scroll if the swipe started onto a clipboard item

EXPECTED RESULT
Swiping should always work
