Are you trying to use it using a mouse? Currently you need to set the env variable KWIN_IM_SHOW_ALWAYS=1 for it to show on non touch/tablet. See: https://invent.kde.org/plasma/plasma-keyboard#troubleshooting In the future it will be possible to do this graphically. This change needs to happen in Kwin though.
