SUMMARY
You can't toggle Filter action in Dolphin. i.e. when you click again after it was opened, It won't close. The Split, Search, Select and Terminal actions are togglable.

STEPS TO REPRODUCE
1. Add filter action from configure toolbars
2. Click on filter icon to open
3. Click again to close it

OBSERVED RESULT
Filter tool is not togglable

EXPECTED RESULT
Clicking again will close the filter bar.

SOFTWARE/OS VERSIONS
Dolphin: 25.08.2
KDE Frameworks: 6.18.0
Qt: Using 6.9.2 and built against 6.9.2
Arch Linux (Wayland)
Build ABI: x86_64-little_endian-lp64
Kernel: linux 6.17.1-zen1-1-zen

Can reproduce on openSUSE Tumbleweed

There are two Filter options in Dolphin configure toolbar:
1) Filter...
2) Toggle Fitter Bar

If you add second one. It'll be OK.
I don't know why it should be two filter option btw.
