STEPS TO REPRODUCE
1. Add any Widget to the desktop, like the Analog Clock
2. Exit global edit mode, if it's active
3. Click-and-hold on the widget so it enters local edit mode
4. Without removing your finger from the touchpad/mouse button, move the pointer to drag the widget


OBSERVED RESULT
The widget doesn't move.


EXPECTED RESULT
The widget does move.


ADDITIONAL INFORMATION
Once the widget is in local edit mode, if I release my finger from the touchpad/mouse button and then start a drag, the widget moves.

I also can't reproduce this with git-master on a laptop using the touchpad or mouse
I tried with an existing widget, and a newly added clock widget

This appears to be an issue with the config file in my normal user account; I can't reproduce it in a new one.

I'll do a bit of digging to see if I can figure it out.
