SUMMARY
Hardware video decoding on Vivaldi browser is causing plasmashell to constantly crash in infinite loop while playing a video on Youtube. Turning off hardware decoding solves the issue

STEPS TO REPRODUCE
1. Install Vivaldi browser flatpak (7.6.3797.55)
2. Open Vivaldi browser
3. Have video hardware acceleration decode turned on
4. Open a video on browser, like from youtube
5. plasmashell will start crashing in an infinite loop while you keep reproducing the video
