STEPS TO REPRODUCE
1. Unknown

OBSERVED RESULT
I don't know how this happens, but for some reason the cursor icon stops following it, but the cursor works and the animation for opening the application is drawn at the actual location of the cursor and not where the frozen icon is.

EXPECTED RESULT
The cursor icon should follow the mouse.

Where does this happen and when? You filed this for "Manage desktops and panels window" but it sounds like a general issue
