SUMMARY
When you are streaming notifications are inhibited, if plasmashell then restarts for whatever reason, the notification inhibition is not restored and secret messages get leaked.

STEPS TO REPRODUCE
1. Stream/share your screen
2. restart plasmashell
3. get a notification

OBSERVED RESULT
notifications appears on screen

it shouldn't
