SUMMARY

When you turn PC off, then change brightness, then turn on, widget will show all brightness level.

STEPS TO REPRODUCE
1. Set brightness of external monitor to 0%
2. Turn PC off
3. Set brightness to e.g. 70%
4. Turn PC on

OBSERVED RESULT

Brightness level in UI grabbed from DDC/EDID and set to 70%

EXPECTED RESULT

Brightness at 0% as it was before turning PC off.
