SUMMARY
When using the transform tool, I can change the pivot point if I'm selecting an entire layer, but if I try to change the pivot point within a selection I have made, it cancels the transform and resets. Changing tool settings doesn't work. When I use the transform tool free transform mode on an entire layer, I can move the pivot point and rotate about it. If I lasso a selection in the same layer and try to move the pivot point, as soon as I drop it, it goes off the transform box and only shows the selection outline. I can still move and rotate the selection as long as I don't change the pivot point.

STEPS TO REPRODUCE
1. Lasso a selection of a drawn in layer
2. Go to the transform tool in the free transform mode
3. Drag and drop the pivot point away from the centre

OBSERVED RESULT
Box of the transform tool disappears and only displays selection and I need to click on the selection again. The pivot point is back to the centre.

EXPECTED RESULT
The pivot point moves and stays there as it does when not in a selection and it doesn't go off tool.

I have a video showing the issue that I could attach in an email or something

It is also worth noting that this issue persists regardless of canvass size and resolution as I've tried it in other smaller artworks. It also doesn't pop up with this issue, but the message "waiting for image operation to continue" occasionally quickly pops up and disappears quickly when drawing on the canvas.
