Canada (French) or "Français canadien" is `fr_CA.UTF-8`. I had to modify `~/.config/plasma-localerc` manually to fix my locale.
Technically, the same bug could apply to Belgium French, Swiss French and other variants.
Plasma has no translations for Français canadien, the language list only shows languages for which Plasma has translations. You can still set $LANG to other languages, both in systemwide settings (distro specific), or in `~/.config/plasma-localerc`. Plasma/KDE applications will use the fallback language in that case.
