SUMMARY
Allow each monitor to have independent workspace switching, so changing workspace on one screen doesn't affect other monitors.

STEPS TO REPRODUCE:
1. Set up dual monitors
2. Create multiple virtual desktops
3. Switch workspace using keyboard shortcut
4. Notice both monitors change workspace together

OBSERVED RESULT
When switching to a different workspace all connected monitors simultaneously change to display workspace

EXPECTED RESULT
Each monitor should be able to display a different workspace independently. For example:
- Monitor 1 could show workspace 1 with web browser and email
- Monitor 2 could show workspace 2 with terminal and code editor
- Switching workspaces on one monitor (via keyboard shortcut or clicking pager) should only affect that monitor
- Other monitors should continue displaying their current workspace unchanged
