SUMMARY


STEPS TO REPRODUCE
1.  drag "monochrome" effect to a video clip
2.  enabled "use effect zone" on effect's toolbar
3.  drag the pink zone bar 

OBSERVED RESULT
effect on clip with "use effect zone" not working properly

EXPECTED RESULT
"use effect zone" could work properly

There are a few points to note
1. Clip is not in the starting position
2. This clip was taken from another clip So maybe there was a problem with its starting point
3. If you cut this clip again (to use "Create new sequence from selected clip"), then select both clips together and right-click to use the "Create new sequence from selected clip" function to obtain a new sequence
At this moment,  The 'use effect zone' method will work properly 
 
So my guess is that there may be a bug in the starting time of the new clip

Works as designed in 25.08.0 Flatpak on Pop!_OS

Can you just try with a color clip?

I can confirm the issue zone when a clip with an effect and an effect zone is cut:
- Add a clip to the timeline
- Add the monochrome effect
- Enable Effect Zone in the effect --> a zone is created starting at the playhead position and length of 3 seconds
- Monochrome effect is only applied in the effect zone
- Cut the clip
   - Scenario 1: Clip is cut anywhere in the effect zone
      - Effect zone is not cut, i.e. it is displayed in the timeline but doesn't move with the cut clip
      - Cut clip has the monochrome effect without an effect zone
      - Frames that were part of the effect zone before the cut are now affected by the monochrome effect even though no zone is defined, and the rest of the clip is not monochrome
      - If the Effect Zone button is pressed, a new effect zone is created but it has the same (relative) in and out points as the effect zone in the first clip. It is NOT created where the playhead is on the second clip
      - The new effect zone in and out points can be adjusted as usual
      - At any rate, any newly created effect zone is not taken into account
   - Scenario 2: Clip is cut anywhere outside the effect zone
      - New clip has the monochrome effect with an effect zone
      - If the Effect Zone button is pressed, a new effect zone is created but it has the same (relative) in and out points as the effect zone in the first clip. It is NOT created where the playhead is on the second clip
      - Regardless of what is done with the new effect zone the effect is not applied

I think the issue is:
The start of the effect (on the clip) zone is NOT relate to the clip's start point.
