STEPS TO REPRODUCE
1. Click to start an apps that takes time to show up, like GIMP.
2. Go to Edit Mode.

OBSERVED RESULT
Edit Mode is closed.

EXPECTED RESULT
Edit Mode should remain open.

This is actually intentional. Edit Mode is intended to be a transient state that you don't remain in for a long period of time. Launching an app is a sign you're done with the task of editing your panel and desktop arrangement.
