SUMMARY
using the present windows effect for example and clicking on a window and moving the mouse a little bit, doesn't select the window/end the effect

This can happen while moving the mouse while clicking or on a tablet

This bug also happens:
* when selecting an element in the taskbar
* in the present windows effect
* at the present desktop effect
* ...

A possible solution would be to allow small movements while clicking and still activate the clicking action

STEPS TO REPRODUCE
1. start present windows effect
2. click on a window and move the mouse a little bit while doing it
3. effect doesn't end

OBSERVED RESULT
effect doesn't end, window/element isn't selected

EXPECTED RESULT
effect ends, window/element gets selected
