STEPS TO REPRODUCE
Press Fn+F1 to mute.

OBSERVED RESULT
At random times, it does nothing, but I know I'm pressing the key because it appears on the screen.

EXPECTED RESULT
It should always work.

I can't reproduce this on 6.4. Without any further information, it's not possible to tell what's going wrong here.

Could you make an additional recording with the Volume tray popup open, as well as its 'More actions' menu showing the "Force mute all playback devices" option state?

It's possible it might be fixed for you in 6.5 with changes to some of the code here.

It looks like there's some funky stuff going on with the global mute state.

In 6.5, global mute (the mute action used here) ensures that all devices are muted. Unmuting or changing the volume of a device causes the global mute state to be broken and it'll unmute anything it was responsible for muting. It was previously a little unreliable, as it would not be 'broken' on a change and behave unexpectedly, which I think might be what is happening here.

So, I do think this is quite likely to be fixed for you in 6.5, and I'll mark this as resolved for now.

If things still behave strangely in 6.5, please let us know here and I'll be happy to dig deeper.
