STEPS TO REPRODUCE
1. Right click on the "Brightness and Color" applet, choose "Configure"

OBSERVED RESULT
Systemsettings opens with the corresponding KCM, where the "Apply" button is already active.

EXPECTED RESULT
"Apply" button is disabled as nothing has been edited.

This is fixed in the upcoming Plasma 6.5.0.
