SUMMARY
Tabbing the new file dialog goes through the custom icons even when then they're collapsed

STEPS TO REPRODUCE
1. Right click to create a new folder
2. Press tab to go to OK/Cancel buttons

OBSERVED RESULT
Tabbing goes through the custom icons even when then they're collapsed

EXPECTED RESULT
Tabbing doesn't go through the custom icons when they're collapsed
