SUMMARY
Selecting a shade of blue defaults to gray when repicking the color with the color sampler tool.  Holding the left mouse button shows that it is blue but defaults to grey. I haven't tried it with any other colors but that's what I've noticed.  

STEPS TO REPRODUCE
1. Selecting a color with the sampler tool
2. Getting the shade of color sample
3. Getting grey instead of the color used before aka (light blue)

OBSERVED RESULT
Color sample defaults to a shade of gray instead of color used before

EXPECTED RESULT
The sampler giving me the color I've applied to the image beforehand when selecting it.

Hi, thank you for the filled out report,

As far as I understand this report right, you're painting with a semi-transparent bluish color on a brown background, and getting grey when color sampling. This is not a bug. When drawing with semi-transparent colors, they will mix with the existing colors on canvas, unless on a separate layer.

By default, the color sampling picks from all layers, and will thus always return grey when mixing blue and brown. However, you can set the color sampler to only pick from the active layer, either by switching to 'Sample Current Layer' when using the color picker tool, or by using the Ctrl + Alt + Left click shortcut.
