add option to lock application volume to %100 this would fix bugs with applications like this one(https://bugzilla.mozilla.org/show_bug.cgi?id=1422637)

In general working around application bugs isn't a great idea. You get forests of workarounds, and then sometimes apps try to work around the system workarounds for their bugs, and the whole situation becomes super bad. So I don't think we can so this, sorry.
