Reproduction of the bug

SUMMARY
Since around Plasma 6.4 I've noticed this issue. Today I've updated Arch packages to Plasma 6.4.4 and noticed that this bug still exists. I have a second user and the same happens there. Did a reinstall 2 weeks ago, so the system is new. There are no logs, no errors in journalctl when I try to move something to the desktop. Also, I can move something from Telegram to Dolphin, but I cannot move anything from Telegram to Desktop.

STEPS TO REPRODUCE
1. Open Dolphin
2. Move any file to Desktop

OBSERVED RESULT
File is not on the Desktop

EXPECTED RESULT
File is on the Desktop

This issue is expected to be fixed with Frameworks 6.17 (released today), and that does fix it for me. Please re-open this bug report if you find that upgrading to Frameworks 6.17 and rebooting doesn't resolve the issue though. Thanks a lot!
