SUMMARY
"Screens" checkbox under "Filter windows by" doesn't appear when only one screen is available.

STEPS TO REPRODUCE
1. I would like to set "Filter windows by... Screens: Current screen".
2.

OBSERVED RESULT
No such UI element in the KCM.

Workaround: connect an external monitor temporarily, restart the KCM, update the settings, disconnect the monitor.

EXPECTED RESULT
The UI element should be available in the KCM.

Confirmed this behavior on git-master. It looks like this is by design, but I see the usefulness of being able to change this setting regardless of whether a second screen is currently connected and active or not. We live in a world where laptops are connected and disconnected from external monitors regularly.
