SUMMARY
After adding a global menu bar to a plasma panel and then removing it, I can no longer turn off the menubar in Dolphin. Adding a "Open Menu" hamburger button to the toolbar doesn't do anything. Unchecking Settings > Show Menubar will disable the menubar until Dolphin is closed and launched again, then the menubar reappears. I've tried turning off the "Application menus daemon" background service which doesn't help. I can turn on and off menubars in other KDE apps but nothing I try works for Dolphin.

STEPS TO REPRODUCE
1. Add a global menubar widget to a plasma panel.
2. Remove the global menubar.
3. Try to disable the menubar that now appears in Dolphin windows.

OBSERVED RESULT
After removing the global menubar, a "local" menubar appears under Dolphin's titlebar that can't be removed.

EXPECTED RESULT
Removing a global menubar either reverts local menubars to their original settings, or allows them to be manually disabled.
