SUMMARY

When the window placement policy is set to "Maximized", transient windows such as tooltips, preview popups (e.g. when hovering over task manager items), or the digital clock popup appear fully maximized, covering the entire screen, instead of appearing in their intended small size next to the related element.

This does not happen when the placement policy is set to "Smart", "Centered", or others — only when "Maximized" is selected.

This suggests that KWin's window placement logic incorrectly applies the maximized placement to non-normal windows such as popups, tooltips, or Plasma elements.

STEPS TO REPRODUCE

1.: Set placement mode to: Maximized
2.: Hover over a task manager application icon or the digital clock widget
3.: Observe how the tooltip or preview window appears
4.: It now opens maximized, covering the entire screen

EXPECTED RESULT

Transient windows (tooltips, previews, Plasma popups, etc.) should appear in their normal size next to the triggering element — not maximized.

I can only reproduce it under "Wayland".
