No scaling, very small text.

SUMMARY
The contents of some pages aren't being scaled for high resolutions (see attachment)

STEPS TO REPRODUCE
1. Have a monitor with 4K resolution or higher.
2. Open System Settings.
3. Go to Updates.

OBSERVED RESULT
The contents of the page are tiny.

EXPECTED RESULT
The contents of the page should be scaled to be more readable.

What's the scaling you have configured in the display settings?

Doesn't the size of that screenshot make sense then? 100% is no scaling. 125% is next to no scaling.

Liking the panel and other UI that doesn't require reading at 125% in 4K doesn't relate to liking to read text in that size (and vice-versa). Also that menu could always scale to reach the window's borders.

Is the only solution is having a huge UI everywhere else in order to make that text bigger?

Perhaps there should be a way of separately scaling important apps from an accessibility perspective like System Settings, because an option to scale just the text size seems very difficult.
