SUMMARY
I have 2 mice. Razer Deathadder v3 and Logitech B100. Okular doesn't have smooth scrolling when using Razer mouse, but it does have it when using Logitech.

I daily drive Razer mouse and smooth scrolling works in other apps like Dolphin, Firefox and Brave Browser

STEPS TO REPRODUCE
1. Open some PDF
2. Enable smooth scrolling 
3. Scroll - You might need to use multiple mice to reproduce

OBSERVED RESULT
Smooth scrolling doesn't work on some mice

EXPECTED RESULT
Smooth scrolling works always
