Thanks for filing this bug report. The "new" banner has been improved in the development build, and I can see it in git-master. I'm attaching a screenshot of what it looks like with Breeze Dark in Application Launcher. I don't know if this will be included in 6.4.3, but it will be by 6.5.0.

Decisions about backporting are made based on the severity of a bug (data loss or widespread crashes would be critical, for instance), if there are workarounds, how disruptive a bug is, and such. Given that this is only a visual defect, and only seen after installing new software, it's lower down the criticality scale. The 6.5.0 release is currently planned for October, and should reach your system when it updates to that version.
