SUMMARY

STEPS TO REPRODUCE
1. Open "Configure Kate" from menu, then enable "Open each document in its own window" in behaviour section.
2. Now, open another file via dolphin. (also try on doing on a separate workspace)

OBSERVED RESULT
In the icons panel, kate window button turns orange. (window demands attention)
The inactive kate window demands attention on opening a new file in separate window.

Hmm, we activate the current active main window, not sure why that is still the old one if we just opened a new one.
