SUMMARY
after upgrade Kleopatra to 4.4.1 and restart, the message in attachment shown up.

STEPS TO REPRODUCE
1. upgrade from gnu 4.3.1. to 4.4.1.
2. restart
3. message shows up

Gpg4win is not released by KDE but by g10 Code GmbH. You can find the bug tracker for Gpg4win at https://dev.gnupg.org .

Did you restart Windows after the upgrade? This may be necessary to cleanly remove all files from the old installation.
