I'm afraid Plasma 5.27.11 and kdevelop 5.12 are unfortunately no longer eligible for support or maintenance from KDE. If you need support for Plasma 5.27.11, or older versions of kdevelope, please contact your distribution, who bears the responsibility of providing support for older software in their "long-term support" releases.
