All major operating systems add it in their welcome/setup screens. Idk if any DEs are doing that, if not, then KDE can be the first one to do so!
This isn't really what Welcome Center is for; it's intended to be a skippable introduction to the system, not a place for users to change settings. Accessibility settings are better exposed elsewhere — much earlier! After all, if you've gotten all the way to Welcome Center but still haven't managed to change any accessibility-related settings, then you either muddled through the installer cursing every step of the way, or had someone else do that part for you. Which means that the right time to present accessibilty settings is much, much earlier.
