Unnecessary zooming in and out when clicking some countries even with countries that are small enough to fit in the screen

STEPS TO REPRODUCE
1. Open time zone page in system settings
2. Click various time zones

OBSERVED RESULT
Map zooms in and out based on the zone size, but in most cases it just isn't required because those zones all fit at the specific zoom level (Agree that some zones like moscow need to zoom out, but most shouldn't)

EXPECTED RESULT
No zooming in and out for each time zone. Pick some resonable zoom level and use it for all the zones if they fit in. Only if they're too big, zoom out

I can confirm this behavior on git-master
To see the effect click these cities:

1. Chicago (middle of US)
2. Winnepeg (just North of Chicago)  - map zooms in
3. Toronto (E of Winnepeg) - map zooms out
