STEPS TO REPRODUCE
1.  Install Okular from the Microsoft Store
2.  Open Okular
3.  Goto Settings -> Configure Okular"
4. Scroll down a bit and check the box "Open new files in tabs"
5. Click "Apply" and restart Okular. 

OBSERVED RESULT
New files still open on separate windows when double-clicking.

EXPECTED RESULT
New files should open on the same window, under different tabs.
