SUMMARY
If I click on a link from a Discord message for example, and if the browser is already open but minimized, unlike on Windows, the window of the browser doesn't appear to take focus, and the icon in the taskbar just becomes orange, and this is super annoying and confusing.

I will attach a video of the issue so you can see.

STEPS TO REPRODUCE
1. Click on a link on Discord

OBSERVED RESULT
The browser window doesen't appear to take focus


EXPECTED RESULT
The browser window appears and takes the focus.

This is a bug in one of the two apps:
- Either the app with the link doesn't send an activation token to the target app
- …Or else the receiving app doesn't receive the activation token and handle it properly

In this case both the sending and receiving apps are 3rd-party, so there's unfortunately nothing KDE can do here.

Since both are chromium-based though, that does somewhat narrow down the problem to being in Chromium.

this also happens with firefox and outside of discord too
