Can you please add specific steps to reproduce for this issue? Also, does the issue continue to happen in a new clean user account on the same computer? Finally, is this a regression from Plasma 6.3?
I can't really give specific steps other than adding items to favourites and restarting/logging out (while testing sometimes even this was enough to trigger the bug). This is not a bug introduced by 6.4, I've had it for a while now. I couldn't repro on a clean user, and not for a lack of trying. So on 6.4 (main user with bug) I added a new panel and reconfigured it, but this didn't affect the bug, on the test user profile I tried with adding, removing and moving items around in the favourites list, with no change, then deleted the panel and added a new one in hopes of starting again fresh, BUT this is when I realized that the kickoff favourites list is saved seperatly to the panel profile (kickoff settings are still reset) and I feel this may be where my issue lies. My current thory is that something in the way how favourites are handled were changed during the 6 series, and it messes with my configs. How can I reset/regen to a completely clean kickoff/favourites list so as to verify that was the cause? Is it intended that the favourites list is not tied to any single panel? Two things of note that are not neccessearly related to this specific bug, but I have seen while testing for this: 1. I can't add apps from the "All Applications" tab of kickoff (both on main and fresh user) - is this intended behaviour? 2. Dragging by the corner will snap to horizontal or vertical vertricies *sometimes* (both on main and fresh user)

It's quite possible this is related to old configs if you can't reproduce it in a new clean user account. The data is stored in ~/.config/kactivitymanagerd-statsrc; try clearing that and see if it helps.
