I can confirm this bug. Loading the effect preset applies the saved dimensions and position but the parameters are set to other (default?) values: X=0, Y=0, W=1, H=1, Size=1.00%, except for the rotation. The red edit rectangle is set to the parameters making it very small in the top left-hand corner.
