As was brought up in https://discuss.kde.org/t/configurable-shadow-outline-options/35765 , having the option to add differently-colored outlines and stronger shadows to text annotations could make them more visible and easier to read on certain backgrounds.

Perhaps a spinbox for Shadow strength, and a checkbox + color picker for outline, could be added to the side of the current Font + text color + Shadow checkbox tool options?
