SUMMARY
after upgrading to plasma 6.4.0, I no longer can select the desktop icons, instead it draws the selection around, like if I were holding the left click to select multiple icons, when I'm not holding it, but moving the cursor around.

STEPS TO REPRODUCE
1. be on the desktop
2. try to select files or folders, or to use the arrow to open the folder widget
3. it instead, does the multiselection , and doesn't even select anything/can't click on icons to select them

OBSERVED RESULT
I can select multiple icons at once, but when trying to drag them to move them around, I can't.
I'm unable to click to select the icons
EXPECTED RESULT
being able to select icons, drag and drop, and able to open the folder widget.

SOFTWARE/OS VERSIONS
Linux/KDE Plasma: Arch Linux
KDE Plasma Version: 6.4.0
KDE Frameworks Version: 6.15
Qt Version: 6.9.1

ADDITIONAL INFORMATION
journalctl doesn't log anything about this, so it's hard to give logs. and I insist, I'm not holding the left mouse key, as I use a touchpad on a laptop.

I also tested with an USB mouse, and the issue still happens.
the desktop icons and folder widget were working fine on 6.3.5, with the exception of the bug I already reported some days ago.

I didn't experience this bug, I don't use desktop icons and this computer was clean-installed not long ago.

The only thing I needed to do was the following:

1- Create an app launcher on the desktop (In my case, I went in the Application launcher, found KWrite, right-click -> Add to Desktop
2- On the desktop, do the following:
    a) Right-click -> Icons -> Arrange -> Top to Bottom
    b) Right-click -> Icons -> Align -> Right

Then, the icon, for me anyway, is no longer double-clickable.

as by the time of writing this, I reverted back to 6.3.5 by using timeshift.
do note that I'm not the only one experiencing this bug after updating, as per this post:

Merging this in with the primary report for this issue, thanks!
