1- Drag an item on the Desktop.
2- Hover the pointer over the Panel.

Result:
The cursor sprite for dragging appears over the Panel even though no dragging is being done.

Additional Information:
In certain conditions you can get the "cursor with plus sign" to appear over the Panel.
