SUMMARY
User specific executables under $HOME/.local/bin (https://specifications.freedesktop.org/basedir-spec/latest/) are not detected as commands by krunner.


STEPS TO REPRODUCE
1. Place an executable in $HOME/.local/bin
2. Open Krunner
3. Try to run said executable

OBSERVED RESULT
Executable does not appear / cannot be launched.

EXPECTED RESULT
Executable can be launched by krunner.

Good point. The answer is probably no. So I guess this bug should be filed to Fedora(?). I will try.
