SUMMARY
After installing KDE 6.4 on Fedora KDE 42, neither of my portrait monitors can display full screen video anymore without it pushing the video out of the screen boundary. It does this for both landscape and portrait videos, regardless of browser used and also for VLC player, though VLC will correct itself after I move the mouse cursor.

STEPS TO REPRODUCE
1. Set monitor to portrait or flipped portrait orientation
2. Access a video, portrait or landscape, through a web browser
3. Set video to full screen

OBSERVED RESULT
Full screen image is out of bounds to the side or bottom of the screen, depending on video/monitor orientation

EXPECTED RESULT
Full screen video should be displayed within the bounds of the screen

I have a similar problem, but only with Firefox. Chromium and VLC seem immune. I also only have one portrait monitor and use offsets on mine.

i've have the same and while i would take a screenshot on my second monitor if the screen is on 100hz, i've a black screen... no monitors :') 
i put my second monitor at 60hz for "fix" the problem of screenshot but for video... not. 

this is my OS :
