Showing the four corners of my monitor.

1- Press PrtSc.
2- Drag the corners of the grid to the corners of the screen.

Result:
The grid incorrectly shows that about 20 pixels will be cropped out.

Those areas are not being cropped out; the handles are simply moved into the visible screen area to prevent you from being unable to move them later.

The fact that they're circles makes it look like a visual glitch or that there are areas that won't be included, but that's not the case.

So I guess there are two symptoms:
1. The dots incorrectly represent the recording area
2. The dots are visible in the output recording (#511051)
