SUMMARY
Widgets open in random places, glitches, can't move panel to the top or bottom.

STEPS TO REPRODUCE
1. Update Fedora

OBSERVED RESULT
Widgets open in random places, visual artifacts, can't move panel to the top or bottom

EXPECTED RESULT
Everything works like before.

Linux: Fedora Linux 42
KDE Plasma Version: 6.3.5
KDE Frameworks Version: 6.14.0
Qt Version: 6.9.1
Platform: Wayland

Your system is heavily customized, which will make debugging this difficult.

First, make sure you rebooted after updating Fedora.

If that doesn't fix the issue, please create a new user account on the system, log into it, don't customize anything, and see if the issue affects any of the 1st-party widgets.

I reinstalled Fedora, bug isn't there.
